Comment on USPS New Rule for Mail-In Ballots

The United States Postal Service (“USPS”) has devised a new rule issued on 06/02/2026 at the direction of Trump, that establishes elements of national standards for absentee and mail-in ballots in federal elections.
The League urges you to send your opposition to this new USPS rule no later than July 2, 2026.
The League opposes the USPS ruling of 6/2/2026 because
- States would have to provide USPS with lists of voters eligible to receive mail ballots for federal elections.
- USPS would verify that mailed ballots are only being sent to voters on those submitted lists, giving them a role in election administration.
- The proposal would establish mandatory ballot-mail design and tracking requirements, including unique voter ballot-tracking barcodes.
This proposal creates new administrative burdens for election officials, delays ballot distribution, and allows USPS to refuse delivery of ballots, which would disenfranchise eligible voters.
Voting is a fundamental right for citizens that must be guaranteed. Voting by mail is part of that right and is a critical part of the election process throughout the United States.
The USPS comment period is open until July 2, 2026, at 5PM Eastern.
