The City Council reorganized, electing Sally Meadows as mayor and Jonathan Weinberg as vice-mayor for 2023. Pete Dailey was sworn in as the new fifth member of the council.
The City Council pulled three agenda items from the Consent Calendar (where all items can be approved with one vote). The council voted to discuss the items at the January 10, 2023, meeting. Of immediate concern because of the deteriorating facility, the new council will discuss amending the Emergency Operations Center (EOC) Conceptual Design Agreement with Noll & Tam Architects and Planners for an amount not to exceed $250,690. On adoption Noll & Tam will provide design, construction documents, and construction administration for a new EOC to be constructed in and operate out of the Community Center.
A public request to pull that agenda item stated that the original plan was to construct a separate new building for an EOC. The public member proposed that any cost over $100,000 must go through a bidding process. However, two longtime EOC volunteers reminded the Council that construction of a new center had already been approved and long delayed. Adding the EOC as part of the Community Center which could also serve as an emergency shelter saves $4.5 million in costs. An emergency power supply for the community center would be the added cost.
